Thats such a vague question, Google can answer your question many tmes over. As long as 'Use application settings' is not ticked in the CCC then AA is forced. It is usually better to control AA via In Game options, however (thus leaving 'use app settings' ticked).

When I had a 1900 XTX AA worked when forced in game on Oblivion, but it never worked at all from CCC or TrayTools. I have seen others who claimed it worked on that card but it never did for me.

Never had a problem myself.

In oblivion turn on HDR rendering (will disable in game AA). Then is CCC force 4xAA and it *should* just work.

The only game I have to fiddle with to get forced AA on my 4850 is Mass Effect, probably due to its newness. I have to rename the executable file to UT3 (since both run on the UE3) because the CCC does not recognize the Mass Effect executable. Otherwise, it works in R6:V, Bioshock and Oblivion to name a few games in which it might be necessary to force AA.

Don't want to be a jerk but I do know how to follow instructions to use AA and HDR, it never worked on the 1900. Works fine on the 3870's. There is no Noble Prize in my future but my IQ is more than sufficient to follow a two or three step set of instructions.
