I'd say DriverCleaner Pro for complete removal, and the ATI uninstaller in Control Panel for nearly complete removal.

First uninstall in Add/Remove Programs
Then use this to remove the traces left behind: http://drivercleaner.net/
It's quite good but me being fussy I go through the system by hand afterwards, just me being fussy.
ps: make sure you remove the C:\ATI Directory so Windows won't try and install them from there.

?This tool is used to delete all ATI related files from your system. This includes ATI CATALYST software suite and any ATI Demos.?
Happy trailz,
That's a very naïve comment. If you think ATi's uninstaller removes everything or is any better than nVidia's then check the registry afterward and you'll see their keys sitting there as if nothing had happened. The fact that proggies like Driver Cleaner exist is a testament to other companies' shoddy uninstallers.
The only way to remove everything is to delete the registry keys yourself. I'm not sure how much Driver Cleaner would do of that.
