I have a fairly old but still modern ATI video card. I haven't been in the game for a while and I just found out about the AMD takeover. I received warnings that my card didn't have DirectX 11 when I tried to run metal gear solid and when I attempted to render some 3d objects in adobe after effects, I was told that I would need to enable open GL on my video card. so I went to open up my ATI control center, I noticed that, I didn't have one. I didn't have any icons anywhere either. so for three days I searched and googled around looking for the correct software that would allow me to access my card functions and I finally decided to find some real people to answer my questions. what I'm working with: System Information

I have a fairly old but still modern ATI video card.
That card isn't modern by any standard.
You can install the legacy drivers, and they may work, but if not, time to upgrade.

You can get an actual modern video card for under $50.

latest driver for your Radeon HD 46x0 should be catalyst 13.9

but, MGS:GZ requires a DX11 card (HD 5000 series or higher for AMD), it's not supposed to work with your graphics card (DX10.1)

4000 series is DX10, you need a DX11 card (5000 series or newer). AMD bought ATI in 2006, which was before you even bought your card. But like mentioned, your card is not even remotely modern. Its *7* years old, and even when new, it was a mid range card.

But you can get a low end card that will out perform your current card for cheap. But your system may still no run it very well. You do not meet the minimum requirements.

You should be able to edit some INF file some place to change it over to OpenGL mode.

I've tried a bunch of different amd drivers. "catalyst" they all issue a warning stating that there is nothing on my pc that needs configuring, so the control centers don't boot. I had to restore my pc to three days before I had noticed and now its back to normal. I can see that the display drivers are present and the cards specs are showing. I can even see the catalyst icon in the menu when I right click but nothing opens when I select it.I've never worked with INF files before. where can I find them? should I attempt altering files like this? I can follow instructions but I'm no programmer. thanks again. this is the type of support I was looking for

Just why do you want the CCC installed anyway ? If you don't have .NET installed, it won't work.

For openGL, all you need is working drivers. That is it.
The control panel only offers a few options for openGL, and isn't of much use in your case.

Once you install working drivers, then, you can get this utility http://www.ozone3d.net/gpu_caps_viewer/ to show what version of openGL you have, and all that good stuff.

I am using adobe after effects but there are certain plugins(3D plugins) that need openGL to be operating or selected. I have no way of enabling it. the drivers are showing in windows control panel but this doesn't allow me to configure them. that is at least not openGL or any GPU settings. ill check these links out and see if anything happens

You aren't understanding.
When you install the video drivers, they install both DX & openGL drivers.
There is nothing to enable via a control panel.

That means there are no openGL drivers installed, only the generic MS ones.
That card should support at least openGL 2.x

It's long past time for you to upgrade and as many others have said, your card is nothing remotely close to "modern".
