ATI All-In-Wonder agp rage driver loading problem

I followed the instructions in the manual exactly. The hardware is installed and windows installs the standard pci vga driver. I go to install the latest ati rage driver and it stops right in the middle of the install and says "Set the Display driver to Standard VGA and try reinstalling again". Then it exits. I've done this over and over several times with the same results. Any suggestions?
