ATI A-I-W 8500DV TV problem?

Just got the 8500DV and am having a problem with the TV function.
Have a Soyo Dragon (not Plus) motherboard with Windows 98SE installed. I get a "ATIMMC has caused an illegal operation" message when I go to the TV initialization wizard. I've downloaded all the newest updates at Microsoft, including DirectX 8.1. Any suggestions...

After this, if I try to press the TV button again, I get:

The TV player failed to initialize the video. Check the Windows Device Manager to ensure that the correct video driver has been installed and is working properly before attempting to resart TV

When I reboot, this error starts from the beginning again.

I've tried to reinstall MMC 7.5 a couple times now with the same results.
