ATI 9700 Pro with x64 Catalyst problems

I'm having a nightmare getting my 9700 Pro working on Windows XP 64.

By default, windows had drivers for it. The problem is that my 9700 Pro doesn't like running games at 8x AGP (it keeps locking up). I've had this problem since SW: BF, so I usually just kill VPU recover and bump down to AGP 4x, which usually fixes all problems.

So I got the 5.4 Catalyst drivers from ATI for Windows 64 and install.

The first time, I got an error message (we'll get to it in a sec), but I had ATI tabs in control panel->display. I tried to adjust AGP speed through SMARTGART, and it told me there was a problem, need to reinstall drivers.

Go to reinstall drivers.

I get something like this:
the actual control panel installs without errors its the driver program that gives errors
after copying the files it says "fail to set the install registry key"
so it fails there and moves on to do the rest (installs the control panel)

When I reboot this time, I have no ATI tabs in control panel. And I haven't since. So now I can't kill VPU recover and still can't change AGP speeds. Even uninstalling has failed to fix it.

My supposition is that since the driver part is crapping out, that the system is using the default drivers that come with XP 64, and they're incompatible with the Control Panel extensions (although why they worked the first time even a little bit, I have no idea).

Now, I have no idea what to do. Googling suggested that I install .NET 1.1 (which I did), but that didn't fix the problem. I have no idea what the error message means, although I've heard that the error is because it can't access that reg key area.

Any ideas? Thoughts? Other ATI drivers?
