ATI 5450 Incompatible with Nvidia 6100 Chipset?

Hey guys, I'm encountering an issue and I couldn't find anything online about it.

So I built a SFF PC using this motherboard:

and I really want to have an HDMI port so I can use it as a HTPC and also get some accelerated flash 10.1 out of it.

I bought an ATI 5450 and modded it to fit in the pci-e x1 slot by cutting off all the pins past the pins needed for the x1 data path.

And yes, a graphics card will work with the additional x15 pins cut off so that's not the problem.

So the problem:

When I try and boot the computer with the graphics card installed, it keeps going to the integrated graphics despite bios being set to PCIE as first choice for the graphics. I don't want to shell out more money on a 9400GT or 210 unless I know for a fact that those will work. Does anyone have anyone know if it's a chipset compatibility issue or if no graphics cards will work on my mobo?

Just to be sure, have you tested your hard-modded 5450 in another system?
