ATI 4850 - no display, one red LED light?

Got this as broken/for-parts. When I plug it in and turn on the computer, it does not display anything and there is a red LED that turns on.


This picture shows the location of the LEDs. It's the LED on the right (there are two), closer to the DVI outputs that turns on. Any idea what I can do as an attempt to fix this up? Maybe bake it? The LED in question is D1601, which apparently means an overheating issue.

Fan not spinning or bad cooler contact? The 4850 tended to run pretty hot and the coolers on them were embarrassingly thin. I had (have) one where I took off the plastic shroud so the heatsink could breathe better, before ultimately putting on a VF900.

It doesn't seem to be actually overheating. The cooler is making perfect contact, with the heatsink on GPU core and thermal pads on the memory modules. And fan is working fine.
