ATI 3100 Igp. Can't change resolution for TV.

I have a Toshiba Satellite with an ATI 3100 IGP. The monitor is dying so I used a VGA cable to attach it to my 720p TV.
I can't get the resolution to go above 1024 x 768 for the external connection. I have AMD 13.9 drivers installed. I can "adjust" the VGA resolution under the CCC but it is still at 1024x768 on the TV. I've turned off the laptop monitor through Windows but that didn't help.

It's really confusing and any help would be appreciated.

I believe it may be the vga connector. Can you connect using dvi?
 
You probably have plasma screen with native resolution of 1024*768. And for analog input that display scans 1024*768 resolution and don't care a bit what resolution is actually sent to it.

If you use digital connection eg dvi/hdmi sent resolution have to scale back to 1024*768 to actual presentation but tv still show in osd resolution which it is getting from device eg 1920*1080.

But anyway there ain't point to use any resolution but tv's panels native, scaled resolution will be extremely blurry.

You're right. I forgot it was a plasma TV. I checked the specs it is 1024x768 max res.
