i recently built an HTPC out of spare parts i had lying around. however, when i tried to install vista 32bit, windows 7 32 or 64bit the cpu utilization maxes out even when the system is merely idling. the system slows down and is unusable. this has happened on fresh installs, with only drivers installed.
windows XP 32bit however is working flawlessly. i am wondering whether this is an issue with the newer OS kernel. is there a solution to this?
