Athlon64 OC'ers with Quiet and Cool, help !

OK, I downloaded the driver from AMD and enabled it. I went into windows, checked CPU-z and it went up to 2170 and down to 868 a few times. Then it stayed at 868. OK... So I start seti command line, cpu usage goes to 100%, but it still stays at 868. I hit refresh, still 868, run a game with task manager running (to see utilization history) still 868 !! Now, no matter what I do, it stays at 868 !

Is it because it is OC'ed, it doesn't know to speed back up ? BTW, it did seti command line version and Red Alert2 at the same time with NO slowdown in the game at 868 mhz !!!!!
