Athlon XP 3000+ or 64 3000+

I'm looking to build a budget system for around $500 w/o monitor. Would I see a noticible difference between the XP 3000 and the 64 3000? I don't want to overclock. I will be using it mainly for photo editing and some gaming but I don't need great frame rates.

Yes. The Athlon 64 has vastly improved memory latencies. Also, my personal experience says so.

If you really need a budget system, look at a socket 754 rather than 939, depending on how you might want to upgrade in the future (754 won't be much good for upgradng, 939 will be a fair bit better).
