Athlon won't Clock

I have a duron 600 that screems.
I just purchased a 1100 Athlon 200 FSB and it won't unlock.
I have never heard of such a thing. I don't have a good Defroster kit and just used a pencil to try it tonight but it will not unlock. Any Ideas would be appreciated.


It did have a covered first L1 pin that I had to scrap clean to get to the dot under it and I have never seen that anywhere.
Is it a special chip that doesn't clock?
 
A shoddy workmaship could be the culprit here. Use an erser to erase the pencil marks & try again. All Athlon T-bird can be unlock using the pencil trick.

All L1 bridges must be connected. Those pencil marks must not touch each other as well.

U said tht the L1 bridges is "covered". Covered by wht ?
