Maybe try updating the BIOS, just in case? Also try disabling C1E in BIOS setup. I find that with this enabled, I get crackling audio and some other problems when e.g. watching video.
Also a small (a few %) drop is expected when enabling CnQ. After all, you're running your cores at a much lower frequency (~800 MHz), and expecting them to instantly hit their full speed at every little CPU usage spike isn't realistic. Especially applications where CPU load hovers just around the "cutoff point" for CnQ to kick in might suffer. Still, it's probably best to leave it enabled. When you need 100% CPU for extended periods, CnQ will get out of your way and let you have that, and at idle, power draw and heat/noise will be much lower.
