Athlon 850 won't go any higher than stock speed...why??

I have a GFD and have used it before on a different processor. I have since bought an Athlon K7 850. I have removed the cover and installed the GFD tried to goto 900 first at 1.8v..but no go..it locks in WinME at the startup...so I move up the voltage by .5 until it post. Well I got all the way to 2.05v and it still locked. I did the cache thing too, moved it 1/3 and after that didn't work I tried 2/5 and still nothing....Any ideas???
