Athlon 64 quiet cooling

I've got an Athlon 64 3200 w/ an Artic Cooling Silencer cooling it. Doing light web browsing, I'm getting CPU temp of 44 and system temp of 47. Under prolonged load (Doom3 or Thief: DS), the CPU gets up to 60, but the system temp only gets to 48 or 49. So, I'm guessing the CPU cooler is at fault here.

I need recommendations for a quiet CPU cooler that will get the job done a bit better than the current setup.
 
cpu ~10C above system temp isnt exactly shabby, its the system temp that looks high to me - case airflow.
