Athlon 64 3500+ clocking at 1.0 ghz!?

My laptop which has a Athlon 64 3500+ processor says that it is only clocking at 1.0 GHZ. the system page even says "AMD Athlon 64 3500+" but why does it only say 1.0 ghz? DXdiag also says the same thing. Whats going on here?

Cool n' Quiet. The CPU will slow down when it is not being used to conserve power, which means less heat and the hsf can spin slower and more quietly. On a laptop that will translate to cooler temps and a longer battery life. Fire up something like Prime95 and watch it jump.
 
c&q only runs when you install the utility, and enable some things in the bios. i would get cpu-z and prime95. open cpu-z and then run the prime95 torture test, if it doesnt change, it means your multi has been clocked down. sometimes that happens on a new system. go into the bios, and set the multi to 11.
