You could think about it that way ....
basically, all venice cores are the same. In the factory, they run tests on each core to see what frequency it can run at using a given voltage (1.45 or 1.4 normally). The chips that can hit 2.2 with that voltage are branded 3500+ and given the multipliers of 1-11 to be unlocked, the ones that can only do 1.8 are made into 3000+ and have the 1-9 multipliers unlocked. However, after a chip has been out for a while it gets to the point where all chips can do 2.4 at the given voltage, so they are just randomly made into 3000, 3200, 3500, etc.
