The Athlon 2 x4 should be OCable if your motherboard is OK.

Ultra is a crappy PSU brand but a 600W Ultra will probably be fine for a system that usually only needs a 400W unit.

7850 will be bottlenecked by the X4 640 most of the time, and in CPU heavy games, it will be very severely bottlenecked. It'll still get you a nice increase in framerates though, I think you'll be happy with it.

Well, to be sure, what did you have before you got the 7850, and what kind of performance were you getting in AC3 and GTA4? You shouldn't see worse performance than before if it's a CPU bottleneck. If you were getting the same before or better than before then it's definitely a CPU bottleneck, but if it was playable before but bad now, then it's the GPU.

Please do not type in all caps like that. Anyways, yes, that CPU will bottleneck your graphics card.

I had nvidia GeForce 9500gt and it did way better than my HD 7850

So is the card bad? Cause it works all right like no glitches but20 frames at1024x 768 in games for this class of gpu is very depressing:(

Not necessarily, but I would think that it's strange that a much weaker card would perform better overall. Perhaps someone with more experience in this could chime in. But now it's definitely something to look at. Did you use a driver cleaner when uninstalling the nVidia drivers? Did you install the correct drivers for your 7950?

What's your PCI-E x16 bus operating at? Also try monitoring your 7850 clocks to see if they're not stuck in 2d mode while gaming.

Have you tried running Afterburner or the like to see if you're running consistently at the proper 3D clocks/voltages?

Play a game, see if the clocks and volts budge.
More usefully, check to see what the history graphs say happened to these values if/when you see the framerate slowdowns you were talking about.

the fan gets real loud though.

Yeah, the card might be throttling due to heat if the fans get real loud. Monitor the temp too when you get low framerates.

Performance less than 9500GT seems suspicious, so download and run GPU-Z, and submit for Validation (you don't need to use email). Post the validation link or code here so we can see it.
