Athlon 1.4 with Silverado Noise control

For a non-overclocked 1.4 GHz Athlon, will a Noise Control do? And if not, are there other good silent alternatives ?

The Silverado is one of the best CPU coolers out there. When you don't want to overclock your CPU than you can even use the slower fan settings for the Silverado.
