Only for 7 months of the year. And even then she could probably do it for another month.
Otherwise I like the electric bike suggestion. They're still rare so I totally forgot about those. She'd still have to pedal, but not as hard. And since it's a very short commute, it might be doable practically all year round except on the hottest days.
If its flat you don't have to pedal at all. They'll take off from a stop. Hills you might have to pedal to get started, but once you're at 5-10mph it'll take you up to 22-23mph usually. Depending on the size motor and batteries you get of course. Mine was a sub 500w system with about 10AH of batteries @ 24v. I had a motor in the chainline so it could use gears vs the more typical hub motors. I'd look at systems around 1000w for hub motors. If its a full frame bike you can use cheap ass lead acid batteries too.
