ATA-133 Card what does it do?

Not a lot really.

The 160GB or the 60GB drive?

The card is simply a PCI ATA Controller....the same as any other ATA Controller Card. The reason Maxtor may offer the card is to push the ATA133 standard. Although it may not be of any particular advantage to drives under 128GB in size, bundling the ATA133 card with the 160GB drive does bring benefits, since the ATA133 standard includes support for 48-bit LBA, or drives larger than 128GB.
