At what range will a bullet ricochet instead of penetrating it?

Hypothetically....

If you're standing 3 feet away from a hollow steel tube, will it ricochet off of the metal or penetrate it?

Umm.. Depending on how thick the metal is, a BB gun could possibly penetrate a "hollow steel tube" from 3 feet. :p
