When the Republicans stop obstructing him, and allow Obama to pass the Jobs bill (among other bills stalled because of GOP obstructionism) and see what happens after that.

Yup, until then, it's all on the Repubs to either get out of the way or keep owning the Bush/Cheney economy that they're prolonging, along with the economic disaster those two upstanding business tycoons left behind for the middle class and the poor.

Having not really looked at this-

How does it address the incentive to outsource?
What does it do to encourage long term well paying jobs in an economy that has become more about flipping burgers than making cars or high tech goods.
How will small businesses be able to succede and hire?
What is being done to emphasize fair trade over free?
What makes the exec find it in his interest to hire you over some guy in China?

Obama DID pass THE jobs bill, Stimulus Rex. It did that which government stimulus can do, stop the free fall and give people a little breathing room. When it failed to fix the economy, the proggies immediately claimed it was too small, only a third (or less) the size actually needed, in spite of the fact that federal spending is at a level including Stimulus Rex. It's the new normal. Artificially stimulating demand to fix the economy didn't work for Hoover, it didn't work for Roosevelt until World War II defense orders began to come in, and it won't work for Obama.
