At what point is Paypal money safely yours?

I've got an eBay auction going and a guy from Canada wants to bid on it. I've told him that he's going to have to foot the additional shipping charges, and also wait for the Paypal funds to clear to my bank account.

Once the money is in my bank account, is it safely mine? Or can Paypal somehow withdraw it?

paypal can withdraw it. It happened to me. I sold $1100 worth of oem software to someone, who decided they couldn't afford it. Paypal withdrew money out of my bank account. I dunno if they can still do that or not.

If someone denies the charge on their credit card, it wont be paypal eating the $$...

They just debit your paypal account, and the money comes from your primary funding source if you don't have a balance in your Paypal account.
