AT Silencer vs VGA Water Block?

I'm going to be getting this and this sometime in the near future. My plan was always to get an AT Silencer for my 7800GT, but then I saw this. So my question being, what would provide better cooling when the card is at stock speeds?
 
better cooling I would think would be the NV Silencer, unless you plan on adding another radiator to the mix then it would likely be the water block.
