I think you screwed up. He sounded legitimate to me. Pretty much like all the other Texans I've encountered.

paypal always trusts the buyer. doesn't matter what it was, they will trust the buyer and the seller will be left with nothing.

But he said that he will get the money to him anyway that the OP thinks is safe for him. Legit non-refundable means included, amirite?

I think the offer of money in any way you choose is a red herring. It was just to get you involved in getting him the phone. C'mon. a doctor in Texas has an emergency(!) meeting in London, and wants a phone for his daughter in Africa?!?!

If he's so important that he flies to London for emergencies, Why's he tried to save a couple dollars on Craigslist? He should be pretty well loaded.
