AT Keyboards can't do certain Windows/IE shortcuts?

Hmm, there's a Win95 + IE 5.5 computer where I work (Like almost every PC in the building!) that refuses to work with the "CTRL+ENTER" shortcut in Internet Explorer (surrounds address field w/ www. and .com) that all other Win95 + IE 5.5 PCs here will work with. It's the only PC I've ever seen where that does't work. What could possibly cause it> I think the "desktop update" isn't installed, but I don't think it's installed on the others either. Just thought it was weird...
