AT/ATX power question

A question about the AT/ATX power supply specifications.

the 4 pin connector on some low power mainboards has a 5V pin, 2 ground pins, and a 12 V pin. Thisis connected to one of the power sources of the many ATX power supply sockets. What is so special about the voltage/current recieved from the ATX power supply as opposed to a raw current source ofthe same voltage and current specifications?>

I am not an electrical enginer. this iswhy I ask.
