at a loss, need help!! please!!

I have a shuttle Ak31 v3.1 with a xp 1700+ chip. I have an enermax EG365P-VE power supply which is listed on amd's website as being compatible. I can't get this board to post at all!! No beeps, no signal to the monitor, absolutely nothing!! I have taken the motherboard out of the case, set it on cardboard, set it on the foam packing material, used 2 different ddr mem sticks in all slots, taken everything but the video card out, and then tried it with the video card taken out. Still I get no beeps. All of the fans on the heatsink, motherboard, and video card fire up, but no activity at all! I also have tried 2 different video cards, my new geforce ti200 and my old geforce 256. I have tried clearing the cmos, switching the 110 and 220 switch back and forth. Can anyone think of something I haven't tried? My friend is bringing his athlon 750 over tomorrow so I will try that, but after that I have to assume it is the board. Any ideas would be very helpful. Thank you.
 
Sounds like you have done about everything. When you get your friends CPU leave the mobo on the table, set the PS for 115 and have the video card in place. Double check the HS mounting.

Did you try reseating your cpu? I just built a system using the Ak31, and I had the same thing happen. When I closed the socket, at least 2 rows of pins on the cpu lift up out of the socket, losing good contact. You won't notice it unless you look fron the side. I had to hold the cpu down while locking the socket before I was good to go.
 
thanks for the suggestions guys, I will take a look and make sure the cpu is in place. I got it from new egg.com, does anyone know how they are on their exchange policies?

They are excellent.........I had to return both a video card and a mobo...........instant RMA........almost instant credit when they received them back. Excellent company all around.
