Ok, so I built a new rig:

Asus R3E
3x2gig OCZ DDR3 1600 (it is compatible in manual)
Sapphire HD5970
960 i7 w/ CoolerMaster V10 cpu cooler
Soundblaster X-fi PCI-e
1000w Rosewill PSU
Windows 7 Ultimate
CoolerMaster HAF-X chasis

So i installed windows and everything ok. My first game I loaded was crysis 2. It would freeze as soon as I loaded into a level, along with the loud continuous beep. So i did a futuremark gpu stress test. Sure enough, the HD5970 would freeze right away and I would get the beep. Well then I poped in my old nvidia 8800 gtx. Now I can play crysis and run the futuremark with no problem. But I STILL get the long continuous beep! I run core temp and my CPU never goes over 40C! NOTHING is overclocked. GPU stays around 50C. What gives?:(

My first guess would be the PSU.

Quality is far more important than quantity. Brands like Seasonic, Corsair, and Antec are often shown to deliver better quality power than off brands.
