According to the Intel(R) Serial IO Driver readme file the driver is supposed to install the following, but I see something completely different.

Intel(R) Serial IO I2C Host Controller
Intel(R) Serial IO SPI Host Controller
Intel(R) Serial IO UART Host Controller
Intel(R) Serial IO GPIO Host Controller

I see in device manager the following:

Two I2C Host Controllers.
Intel(R) Serial IO I2C Host Controller - 43E8
Intel(R) Serial IO I2C Host Controller - 43E9
Intel(R) Serial IO GPIO Host Controller - INT34C6

I don't see anything under "System devices" in 'Device Manager
that shows the following:

Intel(R) Serial IO UART Host Controller - (Don't see it anywhere)

I do see Intel(R) SPI (flash) Controller, but not SPI Host Controller.

Please share what you see in your device manager? Thank you.

It could have something to do with the specific model of Z590 motherboard & the ICs that are on it unique to that particular series of boards.
For example on my MSI Z590 Unify I get this...
