ASUS P5Q pro Turbo - No POST

I just assembled desktop using P5Q Pro Turbo, Intel Pentium 6300 LGA 775, ZALMAN FS-C77 120mm 2 Ball CPU Cooling, OCZ Platinum 4GB (2 x 2GB) 240-Pin DDR2 SDRAM DDR2 1066, 400W PS. 8X DVD ROM drive, EVGA e-GeForce 7200 GS 256MB video card in BLUE PCI express slot. 2x500GB SATA drives.

I neither get POST nor any beep. Green LED on board stays on but HSF goes through power cycle every 2 seconds (red LED on ZALMAN FS-C77 blinks on and off and fan speeds up and speeds down every two seconds or so). To islate the issue, I disconnected HDD LED,Reset connector, kept only speaker and PS connected.
I also cleared BIOS but no go.

Is this DOA board? I tried Power Supply calculator on ASUS and recommended PS is 250W. When I received the board from newegg, it was in anti-static bag but NOT sealed.

Any suggestion.

 
Do a minimal install out side the box with one stick of ram, GPU and, monitor. If it boots, add one component and repeat. If no boot, try the other stick of ram. Also check to make sure all case connections are properly oriented with regards to pin one. You might try shorting your PSU to see if the CPU fan runs without problem. When you do a minimal install be sure the one ram module is in the proper slot for just one stick according to the manual.
