Asus P5Q pro, idle voltage won't go low

Hi,

I am sorta new to core 2 duo overclocking. My mobo is the asus p5q pro and cpu is e7200. I have the cpu at 3400 ( 425x8) @ 1.35v. The idle vcore is around 1.348 volts and the vdroop at load makes it 1.344 volts. Loadline calibration is on, C1E is on, speedstep is on.

My question is when the cpu is idle, how come the voltage doesn't go low to like 1.15v as if there was no manual voltage change or overclocking?
