Asus P5Q-E won't turn off

I have an Asus P5Q-E and I just put in two new fans. The system will no longer post. I am able to turn ON the machine using the case power button as well as the power button on the MOBO however once its turned on I can't turn it off without unplugging it.

There are no beep codes no nothing. I tried to reset the CMOS by moving the reset jumper and when that didn't work I removed the CMOS Battery and then moved the jumper. Still no luck.

Any ideas what could be going on? If my processor somehow died wouldn't I still get a beep code?

Why can I turn off the machine but not turn it off?

Was it working OK before you put the two fans in ? Have you tried reseating the system mem cards and video card ?

Yes it worked until I put the Y Cable in and changed the Xigi S1283 push-pins to a back plate.

I reseated the ram and the video card. I made sure my Xigi backplate wasn't causing a short circuit.

Still no dice.
