It sounds like something is shorting, and the power supply protection circuitry is shutting it down. Been through it a number of times.
1. Unplug everything that plugs in, including your RAM, vid card and any other plug in cards, and try again.
2. If that doesn't work remove the cards, unscrew the motherboard from the chassis and isolate it by sliding a piece of cardboard or plastic under it. Then, re-install your vid card and one stick of RAM, connect the power, and try to start it. You don't even need a hard drive for this test.
If it starts, you can turn it off as soon as it it gets past the point where it was failing. If it works under this condition, the problem is that something was shorting between the motherboard and the case.
If that was the problem, carefully re-install the motherboard with just a few screws (in case you have to take them out, again), plug in your vid card and one stick of RAM, and repeat the test to make sure it isn't shorting.
If that works, insert the rest of the screws, and try it again. The main thing is to test it along the way, and, if it fails after the next step, check to see if you can determine what caused the problem.
It could be something else, but that's what I'd check first.
