What BIOS Version are you using? I'm hitting the same FSB wall about ~390-400 with my Q9450 with either discrete graphics or onboard. Can it also be stock PS at 500 watts? I'm running ATI 3870 2 150GB Raptors and a DVD Burner.

And nope, not that 2GB would be easier than 4GB. I never had any problem with that. Here's proof:

You can see that the graphics adapter is not detected... simply because it's onboard.

My guess is... try to set your vCore to 1.3625v and see what happens. Chances are, you got a dud chip that requires a lot of vCore to stay at 3.6.
