My system is the following:

P4 2.6c (OCed to 3)
P4P800 Dlx
1GB (512x2) PC3500 Muskin CL2
120GB WD SE
Antec 430W PSU
and a bunch of other things

I have a problem that I've never had before. When I reboot my PC, it shows the post screen and identifies all the peripherals as well as the items connected to the RAID slots. Then, I see a blinking cursor. It doesn't go anywhere after that.

I then reboot the PC, go into my BIOS. I have to go to the Boot screen to change some settings. Specifically, I have to always go back to change the boot device from generic storage to my hard drive. For some reason, this setting always gets reset when I reboot my PC. However, I am overclocking my CPU to 3GHz and that setting never changes! I don't get how part of the BIOS stays the same and another part can't be saved!!

do you have a mass storage usb device attached?
the system could be trying to boot from it instead of your hdd.

i do have a usb 8-1 device attached to my usb drives and it does try to boot from that device when I restart, exactly what you said. Am I going to have to unplug that device EVERYTIME I reboot? That's a hassle.

Look in the boot menu, and make saue it isn't listed/ also if that dosn't work, try reseating the cpu with power unplugged of course.

i looked in the boot menu and it does exist. Is there a way to completely remove it from the boot list because I don't know of one! I just don't want to have to continually unplug and replug everything back into the computer everytime I reboot.
