Friend has an ASUS P4PE motherboard. everything seems to be working but when i play games right away the onboard audio from the motherboard keeps beeping like it was playing PONG.

in the BIOS the +3.3v voltage is at 3.34V when the machine seems to be working, but when it starts beeping and i reboot and check while its beeping it is in RED and the voltage keeps fluctuating, when i view this under hardware monitor in the BIOS

what could be causing this?

A Power Supply on the fritz or a cheap power supply causes problems like you describe. Even though you voltages look good in the BIOS, you're not really placing anystrain on th system to see what's really going on under a load. Have you ran Asus PC Probe? Record your voltages for a while to see what's going on.
