ASUS Max. Formula CPU Voltage Prob.

So I finally got my cpu today and am doing an OC to 3.6ghz as many people are doing and.... I cannot seem to get my CPU core voltage past 1.38v even if i set it around 1.4 and above. I can get a stable OC at 450x7, but to get 450x8 I need more juice to my CPU.

Here are my specs.

PC Power And Cooling 750W PS
ASUS Maximus Forumula
Intel G0 Q6600 w/ Thermalright Ultima-90
4x1 Muskin 5-5-5-12 @ DDR-1200 2.25v


My temps at 450x7 max out at around 50-54c and I know I can get more out of this baby...
 
Now it seems to be stuck at 1.35v in cpuz/everest no matter what I change it too in the bios... any ideas? I'm using 0903 bios, no idea way 0907 does.
