ASUS K8V SE BOOT issue.....restarting

Well I put together a system for my brother built around an ASUS K8V SE. When you power it up it goes to the POST screen then makes a sound as if it is rebooting then goes into windows. When I say it sounds like it is rebooting, it sounds as if the power is cut like it does when you reboot, and it also makes the BOOT beep. I have reset the CMOS, and tried a different PSU, but neither have helped. Any suggestions are welcome.

WD 120 8mb
Cooler Master Cavalier Case with the stock 300watt PSU.

sounds like a psu to me go try and use a friends or sumthing tell us how it works if it still keeps rebooting i would point at the mobo.
 
That was my first thought as well. I swapped out the PSU for a NeoPower 480 and it still did the same thing.
