asus ea600xt video card help!

I just got an awesome deal on an used ea600xt (PCI-e) graphics card on ebay.
27 buck after shipping and everything but i can't get it to work. the led light turns on and fan runs but when it load windows start up screen it crushes the image flat.
what gives? I uninstalled on board graphics and loaded the latest ati drivers, changed the bio startup to look for pci card. Did i just buy somebodies burn out card? any help is appreciated. thanks

i guess it's artifacts maybe. it seems to be the windows box that pops up saying it detecting connection, etc. i can login, but that when the screen goes black except for a couple white dots.
currently hooked to my dvi on my lcd.
i haven't tried my vga monitor yet
