Asus CUSL2 Chipset runs hotter than the CPU?

Ok my setup
Asus CUSL2
Intel Celeron 566 CC0 Stepping @ 850 1.9 volts Alpha PAL 6035 HS
256 Megs CL3 Kingston PC133 Memory
Hercules GTS 64Megs
CL Soundblaster Live Value
Realtek 8139 Network Card
IBM 75GXP 20 & 45 Gig HD
Pioneer 16X DVD & Toshiba 48X CDRom
All in an Inwin Q500 Fulltower case with a Enermax 430Wat PS.

Ok this rig is running stable at 850 MHz. I have been doing some test and with the system as it is set up my CPU tem doesn't go over 105. I have pulled the chipset HS off and have applied thermal compound on it. I also have the the thermal probe mounted to the chipset HS. While testing I run MB monitor and I have noticed that my chipset tem gets hotter than my CPU? When I remove my video card and try to use the onboard video the chipset even runs hotter at about 115. The CPU also is no longer stable while using the onboard video. I know that asus runs the chipset and memory above spec of 3.3 to 3.4v. Could my instablity in oc this processor be caused by the chipset running too hot? Would lowering the chipset voltage help the temp? Should I go to active cooling on the chipset and use a fan on it? Can I go over the 850 Mhz if I do any of these things? Let me know what you guys expience is on this!!

Get one of the fans that were usded for 486 cpu's, 40 mm fans, some screws and screw it on thechipset heatsink. You can also sunstitute the chipset heatsink if you like. You can even put a heatsink and a fan on the clock generator, that is the chip located a litle to the left above the blue dip-switch box.
