ASUS Crosshair IV North Bridge Question

Ive got the above MOBO and it appears that the Northbridge Heatsink, which is is coming up off the actual MOBO. The very end of it near the mobo where it looks like a rivet is attaching it is where Im talking about.

My question is, does anyone know what kind of tape was being used to keep this down? Id like to fix it, due to the fact that my NB temps are running at like 40 degree's idle and upper 40's under load and I believe with all my cooling (HAF 922 w/ all fans installed) that it should be slightly cooler. Was thinking maybe this as the culprit.
