ASUS A8R-MVP performance issue

Hmm... so I built my new system back in late December, and though I've played around a bit with it, I hadn't worked on it much till recently.

Here are my specs:

Asus A8R-MVP
AMD Athlon 64 X2 4400+
2GB OCZ EL Platinum DDR400 (2x1GB)
250GB WD Caviar SE16 (7200 RPM / 16MB / SATA 3 Gb/s)
ATI Radeon X1800XT 512MB
Enermax 485W (EG495P-VE) Noisetaker PS
Sceptre 20.1" Widescreen LCD (1680x1050/8ms)
Windows XP Pro SP2

While it's relatively fast overall, it can't multitask, which is particularly ironic given it's a dual-core CPU. If I put a CD in the drive, the whole system will basically lock up until the drive's done reading it for AutoPlay -- if I click anything enough times while it's in this process, the system will start beeping from the PC speaker. Same thing happens for other tasks -- the whole system will essentially freeze while some particular task is being processed.

When doing things in Windows, the UI is actually slower to react than my older box, which is a P4 2.8C / Asus P4P800-D / 2GB OCZ EL Gold DDR400 / Maxtor DM-9 200GB / ATI Radeon 9800 Pro 128MB / Win XP Pro SP1. It just feels slower - so it's annoying the heck out of me.

I've tried the latest drivers for mobo components as of two weeks ago, and I've also reformatted and reinstalled Windows, with no effect. I thought maybe XP SP2 has something to do with it, but shouldn't the huge jump in specs (and the dual-core CPU) more than even that out, and still make it far faster than my old (non-SP2) P4 rig?

So I thought maybe the issue is with mobo settings and such -- I haven't really touched anything in the BIOS except boot order, etc. Where should I start looking to solve this issue?
 
Do you have the latest bios for your board? I believe there were some cpu compatibilty issues fixed in later bioses.
