I am talking about the actual BIOS telling me that it will only read 3GB out of 4GB. It says there is 4GB total but it says that it is going to use 3GB. This is prior to loading any operating system.

Is there a BIOS setting to configure it so that the motherboard itself including the BIOS will recognize and USE all 4GB? I know that I won't get it all within 32-bit OS but I want the mobo itself to recognize and use 4GB instead of 3GB.

The OS only gets whatever the BIOS makes available to it. The BIOS doesn't address all 4GB because it would break 32-bit OS compatibility.

Everything is as it should be, whether the BIOS is designed to show you installed + useable or just useable. Same difference.
