Yes, but you need the software and a drive that is DVD-ROM compatible (at least). I've had luck with WinDVD and PowerDVD. Both pretty good.
 
A few integrated mobos actually come with DVD playing software for Windwoes - browse the driver CD carefully. All recently designed integrated mobos can play DVDs given a reasonably fast CPU (1GHz up).
