ASUS A7N266-e not wanting to shut down all the way

My computer can never shut down all the way without it freezing on me. Also, before my problem I just posted about, I could never install Windows all the way unless I had 0 USB devices connected to my computer.

I'm wondering if the motherboard is grounding or if there is a problem with the USB part grounding?

This is a new board, I got it back say six months ago RMAed it because I thought it was dead.

Could grounding be a problem? I plan to pick up an Antec case on my lunch break. Let me know, thanks.

I read that you can lay your motherboard out on a piece of cardboard and connect everything outside the case to test if that is the problem :)

Its not a good idea to install any OS with USB devices attached.
Many drivers need to be PRE-LOADED before connecting the USB device.

The motherboard needs to be GROUNDED. It would be a problem if it
were not PROPERLY GROUNDED.

I tried this today. My computer is actually out of the case on top of my wooden desk. I cannot for the life of me get it to shut down properly.
