Assuming That We Follow The Plan To Live On The Moon By 2015...

Recent articles on NASA's project says they will probably land on one of the polar regions and the first group will stay on the moon for 6 months, brining resources and other neccesary building materials. But why the polar regions, or why not other areas of the moon?

but, about the polar regions -> wouldnt that limit direct radiation/sun exposure, and maybe more limited temperature extremes?

that is what i was thinking, something about being able to deal with the cold but not the heat. Also wouldn't we want to maybe set up a powerplant in an area that gets really hot for solar panels?

You don't need heat for solar panels, you just need direct sunlight. The poles are bad for solar power on earth because you have an atmosphere and seasons. I'm not sure if the moon has seasons (silverpig might be able to inform us), but it doesn't have an atmosphere to speak of.
