assigning irq to modem

I have an IBM 6587-YFE (Pentium 133, latest flash BIOS from IBM) and I'm having trouble getting a USR hardware modem. It gets a IRQ about half of the time I boot up. When it doesn't get one, the Device Manager indicates so, and so I reboot till I do. Can I assign an IRQ in the BIOS setup or is there a better way to do this?
